Pyramid Systems is looking for a Proposal Director to lead our proposal center and own the end-to-end proposal management process. The ideal candidate will have experience leading a high-performing proposal team and a passion for winning!  They will have experience performing RFP analysis and outlines, developing win themes, conducting kick-off meetings, facilitating solution design, writing, coordinating pricing, ensuring control and quality, and developing a team of proposal managers, writers, and production staff.

Responsibilities

  • Oversee and provide guidance, leadership, and development to the proposal center team inclusive of proposal managers, coordinators, graphics designers, and writers.
  • Manage proposal production process from end-to-end, including preparing and leading kick off calls, creating proposal production schedules and outlines while maintaining version control in a highly complex collaborative environment.
  • Effectively manage team’s capacity and delegates proposal activities accordingly.  Works transparently with the team to manage the assignment of company and outside consultants to a dynamic pipeline of opportunities.
  • Develop and review proposal strategies and win themes.
  • Utilize strategic thinking to coordinate the right resources to produce proposals.  This requires understanding the strengths and capabilities of internal and external resources through individual knowledge and partnership with the capture manager(s).
  • Develop and utilize proposal compliance matrix to ensure all requirements are complete and give Pyramid the best chance of success.
  • Review completed storyboards and proposal section to address requirements and meet customer page limits.
  • Write, write, write… and then re-write!
  • Integrate technical and cost volumes and read and comment on cost narrative by coordinating with cost volume lead.
  • Engage and lead/participate in Blue Teams and Black Hats.
  • Proactively develop, review, and iterate on proposal production processes to maximize operational efficiency.
  • Develop targeted questions and interview staff to obtain critical proposal information.
  • Communicate proposal requirements and status to senior management.
  • Manage proposal response schedule and engage in proposal knowledge management processes.
  • Write proposal narratives and leverage, as well as add to, library of artifacts and boilerplate information.
  • Maintain and promote usage of artifact libraries and ensure accuracy of current information.
  • Actively monitor proposal process and mitigate any risk by executing timely corrective actions to produce process improvement and attain higher success rates.
  • Attracts, retains, and develops a high-quality pool of in-house personnel by selecting, organizing, and developing a quality team. 
  • Sets clear goals and objectives, monitors performance, provides frequent feedback, and supports individual and team growth/development goals.
  • Works collaboratively with Talent Acquisition, business development, and capture staff to optimize application of resources throughout the proposal’s life cycle, including early “upstream” engagements in the shaping and offering development process prior to final bid decisions.
  • Advises senior leadership on proposal development strategies and activities, ensures accurate and timely information exchange on all aspects of proposal strategy and outcomes, and recommends shifts in their Proposal Development personnel's tactical direction, as necessary.
  • Defines, implements, refines, and continuously improves our execution based on best practices and lessons learned.
  • Institutionalizes the proposal development process and provides for metrics-based dialog that ensures superior proposals and focus on continuous improvement,

Qualifications

  • 8 or more years of experience in proposal management within the federal services contracting arena.  Preferably in IT services and direct exposure to application development, modernization, and cloud transformation initiatives.
  • Bachelor's Degree in marketing, business development, public relations, or a similar field of study; MA/MS Degree (preferred)
  • Must have proven experience of managing a proposal center that achieved its growth goals and operational efficiency.
  • Understanding of the basic office productivity software (.PPT, .XLS, .DOC)
  • Highly effective at business communications, including written documents and oral presentations.
  • Ability to interact directly with senior company leaders, including program managers and technical leads.
  • Familiar with standard government proposal development processes and techniques
  • Superior communications skills and enthusiasm for dynamic work environment involving quick turnaround proposal development.
  • Ability to perform under pressure.
