  • Overview

    Pyramid Systems is looking for a highly skilled IDIQ Director with past, proven success managing the effective growth of Federal IT IDIQs.  They will be responsible for relationship management; specifically business relationships with teaming partners and industry stakeholders. They will be responsible for supporting the capture of new work to include capture proposal response support. Initial primary area of focus will be around a large IDIQ in the Federal financial regulatory space. The PM will coordinate and provide leadership, and interact effectively with Program, Business Development Leads, and corporate support (Contracts, HR, Proposal Team, Pricing, and Facilities).

    In terms of SEC domain experience, the incumbent will place considerable emphasis on high quality technical and business planning activities; engagement with government, and professional association leadership; and will maintain visibility across the SEC.


    • Assume ownership of all IDIQ-related activities, including but not limited to portal management.
    • Lead and drive a disciplined BD/Capture/Proposal lifecycle and help secure task order wins
    • Build and manage the opportunity pipeline in close collaboration with project teams and partners
    • Provide hands-on support developing and reviewing proposals, briefings and marketing content
    • Deliver effective, exceptional communication and planning with IDIQ partners and corporate resources to ensure optimal positioning for upcoming competitions related to the IDIQ.
    • Work closely with Pyramid delivery Program Manager(s), Executives, and Contracts Manager.
    • Regularly interact with clients and partners and maintain strong working relationships
    • Efficiently manage partner relationships and all subcontractors engaged on the IDIQ
    • Works with Contracts Department to ensure all IDIQ requirements are met.
    • Maintain relationships with industry thought leaders in nonprofit, academic, commercial, and research environments.
    • Accountable for successful delivery and fulfillment of IDIQ requirements including quality of product and services, cost control, timeliness and business relations
    • Advise senior management in setting the strategic direction to ensure maximum benefit of IDIQ
    • Ensure effective preparation for competitions to include staffing, strategy and solution.
    • Coordinate and lead planning and execution of acquisition decision events and reviews.
    • Develop briefing on capture activities for senior executives and other corporate leadership.
    • Anticipate and resolves procurement challenges and problems, such as small business set aside goals, certification requirements, and acquisition strategy
    • Advise senior management in setting the strategic direction to ensure maximum benefit of IDIQ


    Required qualifications:

    • 5+ years successful IDIQ management experience required. Candidate should be able to cite revenue growth in their area of responsibility and tie it to their specific leadership contributions.  
    • Proven experience in pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals
    • Expertise related to multiple contract types including but not limited to: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF).
    • Ability to obtain a public trust clearance if necessary

    Desired qualifications:

    • Experience or training in structured capture management and proposal development techniques (e.g., LCG, Shipley or SM&A) is a plus
    • Past experience in providing delivery/operational leadership on a Federal IT program.
    • Federal Financial regulatory agency experience is preferred.
    • Ability to work within a team-oriented culture and adapt rapidly to different opportunities/challenges.
