  • Overview

    The Proposal Manager will oversee the full lifecycle of proposal opportunities in the Federal information technology market. You will work closely with the Proposal Center Director, capture managers, and the full range of company staff in leading and overseeing the development and submission of winning proposals. You will also work with a Proposal Coordinator and Proposal/Technical Writers. You must possess outstanding oral and written communication skills, editing abilities, and superior attention to detail. You must have enthusiasm for achieving results in a dynamic work environment, often involving simultaneous proposals and firm deadlines. You must also possess the flexibility to work long hours, and during weekends, if required by Government deadlines or proposal circumstances.

    Responsibilities

    • Leads and oversees the end-to-end proposal development process.
    • Supports maintenance of the company’s repository of past proposals, past performance information, and other proposal-related items.
    • Analyzes Requests for Proposals (RFPs) to extract government requirements and create Requirements Driven Outlines and compliance matrices.
    • Develops and manages proposal schedules and milestones for multiple simultaneous efforts.
    • Prepares for and leads proposal kick-off meetings and daily/regular proposal stand-up meetings with proposal staff.
    • Ensures meeting action items are completed within the required timeline.
    • Works with technical writers to develop compliant and compelling outlines for technical, price and other required proposal volumes.
    • Works with SMEs and proposal members to identify and document win themes, technical solutions, management solutions, and related material for inclusion proposals.
    • Provides direct guidance to team members assigned to write proposal content to ensure development of compliant and compelling proposals.
    • Oversees and provides direction to the work of subcontractors during the proposal process.
    • Oversees the development of graphic content for proposal efforts.
    • Schedules and facilitates solution design meetings with solution architects.
    • Develops proposal-related questions for submittal to customers.
    • Works with the contracts department to submit questions and proposal responses to the Government.
    • Distributes and analyzes Government answers to questions, ensuring incorporation of any necessary updates to compliance matrices, outlines, approach, etc.
    • Prepares for and executes Color Team reviews.
    • Leads and is responsible for the proposal production process, maintaining version control in highly complex collaborative environment.
    • Leads or assists in the production of Requests for Information (RFI)
    • Suggests new processes for improving business development functions.

    Qualifications

    Education / Certification

    • BA/BS Degree (or equivalent experience)
    • Professional training (e.g., Shipley coursework) required; experience can substitute for certifications. Coursework or other exposure to information technologies and processes.
    • Formal training or certification in proposal management is a plus, along with any experience in applying Agile-based techniques to proposal development.

    Required Experience

    • 5 to 8+ years of experience in the management of Federal proposal development and proposal coordination.
    • Experience in production of marketing communications documents related to the selling of information technology solutions is a plus.
    • Understanding and familiarity with Federal procurement including the FAR
    • Experience managing RFIs, RFPs, IDIQs/BPAs, etc. of various sizes and volume including coordination with sub-contractors and internal stakeholders

    Required Skills

    • Microsoft Office suite, with a particular emphasis on Microsoft Word copy editing and desktop publishing.
    • Intermediate to expert experience using SharePoint.
    • Ability to produce exceptional work and coordinate others under deadlines or changing proposal circumstances.
    • Possesses excellent interpersonal and communication skills.
    • Must be detail oriented, able to prioritize multiple assignments, and demonstrate organization throughout.
    • Excellent written and oral communication.
